The expert panelists are Sam Mace, the Inland Northwest director of Save Our Wild Salmon; Steven Hawley, author of Recovering a Lost River; and Jim Waddell, a retired U.S. Army Corps of Engineers economist whose recommendation that the lower Snake River dams be removed – for both environmental and economic reasons – was ignored by his higher-ups in the early 2000s.
